Steering Column Repair: ignition, sterring column, 1985 chevy c10, sterring wheel

i have a 1985 chevy c10 silverado ..the switch won't start, i  installed a new one, it didn't work, i have the sterring wheel off, ignition switch won't come back after turning, battery is good,,,while i have this sterring column disassembled...how can i trouble shoot and solve the difficulty,,,there is a rod on the left side that i can't get to, i think it's broke?? how do i fix that, thank you...Marlin
