Can the lock assembly be replaced without removing steering wheel?

I believe your vehicle does not have a split steering column cover, but rather a round housing and the lock slides into it as displayed in the picture.  If so, then the answer is "no", you need to remove the steering wheel and more to replace the lock.
If on the other hand you column looks different than the one I am enclosing then, send me a camera picture & I will tell you how to do it, but I'm 95% sure that your column is like the one shown.
