Steering Column Repair: 1984 tilt steering wheel column, turn signal switch, lighting problem


Question
after replacing the steering column it is now stuck in the up position, plus the stop lites do not work and the 4 way flashers do not work. The turn signals do work but the seat belt lite comes on and blinks when engaging the turn signals

Regarding the tilt question; this is fairly common.  Basically it has gone past the point it should an in order for it to come back down, it needs to go back up to release the lever and then it will come down. You need to over-extend the column and force it even higher to release the jammed til lever.  Push up HARD while pulling gently on the til lever.  That should do it.
Regarding the lighting problem; that's more complicated.
If the lights all worked properly before the replacement column went in, it sounds like the turn signal switch in the replacement column is bad causing all of the problems you stated.
If the problem existed before the replacement, then you have multiple electrical issues outside the column, and my guess is they all begin with a bad ground connection to the body from the battery...Start there and see if any of that helps you.
