how do u seperate the ignition actuator  the plastic piece connecting the bearing hub  i need to replace the lower bearing

Hi Moe:
I hope I understand your question. I think you are trying to remove the tilt housing and the white plastic rack actuator is still attached to the tilt housing (where the lock cylinder goes in) and the lower half of the column (where it attaches to the ignition switch further down).
If this is correct, then all you need to do is remove the gears inside the hole where the lock cylinder comes out.  To remove the lock cylinder, turn it to the "on" position and then push the release pin on the bottom of the housing.  The lock should then slide out easily.
Once the lock is out, you can easily remove the plastic retainer, the silver 'thrust bearing" (it's just a flat piece of metal --rotate it to remove it) and then the gear (it just pulls out.)
Once you remove those pieces your housing is free to come off (provided you removed the tilt spring, the snap ring on the shaft and the 2 pivot pins)

As always, getting it apart is the easy part.  Putting these parts back together correctly and safely is the hard part.  Putting the spring back in will give you a lot of trouble.  Aligning the gears for the ignition lock ABSOLUTELY have to go in 1 way or you will never get the lock to hit all the positions and you won't be able to get it out again.
Lastly, the snap ring has to be pressed onto the shaft after everything is seated properly.
