Steering Column Repair: 99 tahoe question of a short, blown fuse, test light

Question
Battery is showing 12v but vehicle not starting, no dome lights, radio etc.  I can hear a relay opening & closing until the 50A lighting fuse under the hood is removed.  When I tun the headlight switch on the relay stops.  The sound appears to be comming from the stearing column, but not sure.  Vehicle will not start in park or neutral.
I saw your posting on thee 99 Yukon & did not know if this was sim. to that issue.
Thank you for your help, Bill

Answer
Hello Bill,
I'm not sure I understand the full problem here. The starting and lighting are two different segments of the electrical system. The same with the dome light and the radio. If you have no power to all four of the above, then you need to start tracing the power (+) from the battery to the main fusebox. Apparently you are not getting power to the distribution point and it could be anything from a loose/poor connection to a blown fuse. Find a test light so you can see where the power is lost.
Hope that helps.
Have a great day!
