What is required to repair an extremely wobbly tilt wheel on a 1994 Oldsmobile Achieva? Thanks for your expert opinion.

Hello,
The first things you will need are the lock plate compressing tool, a steering wheel puller, and a pivot pin tool and an assortment of small hand tools. Without these tools I cannot suggest the task be attempted as more damage can occur.
To access the area that needs attention you will have to disassemble the column from the top down. Most people make it to the point just below the turn signal assembly and find they cannot continue without the proper tools. Upon reassembly they've found that not only did they not fix the problem, they've created a lot of other different problems with the parts they so fought to get off. This should only be attempted with the proper tools and knowledge.
