Hello Steve,
The lube within the column will become contaminated with time. I suspect the tilt mechanisms may need to be lubricated. This is a lightweight grease that works best without the dust and dirt. You may be able to spray it with WD-40 to see if that will loosen. If not, you will have to disassemble it and clean it to lubricate it properly.
One other thing that comes to mind; if the counter-spring breaks, there will be a constant downforce on the tilt mechanism. Does the tilt lever move any easier if you give the steering wheel a slight nudge upward?
