Steering Column Repair: 1989 Cutlass Ciera Steering Column, 1989 cutlass ciera, locking pin

Question
My 1989 Cutlass Ciera Was Recently Stolen and retrived. Upon getting it back, I noticed that the sterring column on the left side was broken and the car started from this location. The ignition was not damaged. Can this column be repaired or does it need to be replaced? If so please send instruction on how to repair or instruction on how to  remove old column and replace with a junk yard steering column. Please advise on cost and if you think this should be attempted by myself or done by a shop.
Thanks in advance Steve.
