Subaru Repair: 2001 Outback Wagon Cigarette Lighter Socket, Wind Noise from front windows, and Squeal when Starting the Car, subaru legacy outback, fuse tester

Hello. I just purchased a 2001 Subaru Legacy Outback Wagon.  I have three issues:

1.  The cigarette lighter socket does not seem to work.  I can not charge my cell phone or any other item in it.  The ambient light around it is lit up, but no power is coming from the socket.  I have checked (with my fuse tester); and have had a mechanic check (with an electricity wand) the fuses and the fuse box.  All is well.  What could be causing the lack of power to the lighter socket; and how can it be fixed? What is the cost of a replacement socket from Subaru for the car?

2.  When I am driving at speeds of 30+ mph the wind noise from outside the driver and passenger side windows gets rather loud.  What can be done to correct or fix this problem?

3.  When I start the car after it has sat overnight or for a couple of hours, it makes a loud squeal that eventually fades and stops.  I thought that it was probably one of the belts; and that it was happening because of the cold temperatures drying out the belts.  I sprayed silicone on the belt to lubricate it and to see if it would help the squeal to disappear.  It has not.  What will stop this squeal?

Remove the belts, if the noise goes away replace the belts and quit trying to spray them it wont permanently resolve anything. If the noise is still there its something else.  

The cig lighter could be faulty, they way to check it is to remove the center console panel, and check for power to the power socket if it has power than the socket is faulty, if it doesn't than you have an electrical issue that needs to looked into.
