Subaru Repair: Sarting Problem Continues- 1991 Loyale, neutral safety switch, shift lever

I appologize if the question came across twice but I am still working this problem  I thought I replied with the following info:

Ok, I have full 12+ into the ignition switch and 12+ out (Your were
right, B&Y wire) when I go to start.  I still do not have power to the
solenoid on the starter.  

What am I missing?  inhibit/neutral switch??

If you car is automatic transmission, the neutral safety switch is at the base of the shift lever.  Get to the wires in the switch, check your B&Y wire there, make sure its got 12+ in start position,this is your input, now check the Black/White wire for 12+ in start, this is your output to the starter.  If there is power on both wires check the wire leading to the starter.  If you have a manual transmission, I am sorry but my diagram is not specific, it does not show a neutral safety switch.  I am sure it has one though, get to your clutch pedal, and find the switch attached to it.  Check the B&Y wire for 12+ in start, the Black/White wire coming out of the switch should have 12+ in start, if both have power its the wire running to the starter.  Let me know, hope I could help!
