Towing Issues: towing?, flat tow, east phoenix

My mother’s car was towed tonight in flastaff, Arizona by U.S. metro towing within a 10 to 15 min time frame while they were picking up food. It was towed from the property of 113 east phoenix (spelt "phoenix" in bill) to 5400 penstock. They charged her a total of $270.00; $45 of it being special equipment, $25 of it being storage for 1 days and the rest of the $150 coming from the flat tow rate. My question is if they overcharged her in the bill and if they had the authority to police the area within the flagstaff city?

I am wondering about the "OTHER" 50.00 in that price???  


Now as to going into other cities and doing tows, that is generally allowed in most cases, but some locations have rules where the vehicle has to stay in the same city it was towed from... But that is dependant on the laws - regulations where it happens.

Arizona has some laws regarding impounds and there is a news article which I tend to link, it is a bit old but it still has information about various cities there.
