Towing Issues: towed vehicle and charges, police contract, 3rd person


Question
I had a vehicle towed by the State police on Saturday at approximately 3:30 PM. It took until yesterday to get the insurance and registration back - yeah, my bad - always $$$ - my question is this: I have enough money to get the car out as of today 1/12/2011 - I could not find a 3rd person to drive it yesterday - however, there is a blizzard here today (the governor has declared a state of emergency in MA) do they have the legal right to charge me for another day of storage?

State of Emergency or not, they can legally charge for each and every day that the vehicle is in their custody and care.

Reason I say that is that they are responsible for its safety and as such they have costs due to space rent (got to pay for the land), insurance in case something happens to it, and the like.

Also in most cases the police contract spells out what charges they can charge and how storage is figured. And I do believe that Massachusetts is also a regulated state for towing fees, but I might be wrong on that.
