Towing Issues: my vechicle was towed while i was out of town, dmv, state of california

my vehicle was towed while i was out of town and my step son was driving and he was not registered on the vechicle but is aloud to drive it what can i do to prevent this ,he uses the vechicle most and the lean holder cannot change the loan with his credit not so good,is their a noteriy letter he can carry,so i do not lose my vechicle while i work out of my state of california

I really have no idea of what you can do to help solve this issue.
I might check with DMV to see if you could add him to the registration.

Or DMV might be able to advise you on what kind of paperwork would help show that he is able and legal to drive the vehicle.
