Towing Issues: Towing/disabled logo, handicapped parking spaces, carte blanche

Can a person with a disabilty park anywhere he wants, as long as he hangs the disability plague on his mirror.  Such as in front of a garage, block a driveway, pick-up drop-off 15 minute parking spaces, and can parking rules still be enforced?  Thanks

NO, the handicapped permit does not allow you to park anywhere you want, but rather it says that you "CAN LEGALLY PARK" in designated handicapped parking spaces without getting tickets or being towed.

It is not a Carte Blanche permit to break any laws or regulations regarding parking.
Now in some cities or states they do allow a bit more with it, as I know in some locations a handicapped permit does allow you to park in "metered spaces" on the street without paying.
