Towing Issues: can they keep my car, grand theft auto, towing company

i had called a towing company to check on a price to move my car from my house to my mothers house the owner/operator did not contact me back i never spoke to the man then one day a few days later he pulled on to my mothers property with my car and said i owed him 250 dollars he picked up my car and moved it with out my permission then held my car for payment for the tow bill plus 20 a day storage. he knew where to pick my car up at cause he had hauled it to my house when it first broke down his nephew which is a friend of mine told him where my mother lived. we live in virginia and going to court over it now. my question is can he move my car without my permission then charge me all these fees to get it back

I really do not have much of answer for you, since this seems to be a very strange that someone decided to tow your vehicle with only a quote request...

I am not sure where this is headed in court but it seems to be a bit on the favorable side for you. At least that is how I see it.

It seems to border on grand theft auto and conversion...
