Towing Issues: overcharged, notification fees, tow yard

My question is If a cop pulls me over for suspended driver license can the tow yard charge me a penalty fee for driveing with a suspended license, can they charge me for whatever they want?(this happened in San Diego, CA)

Penalty fee ????  Ok lost here...

But if the tow company tows you at the order of a law enforcement agency, they will charge either an hourly rate for the tow, mileage, extra equipment if needed or they will charge in a piece meal fashion.

Hook up, towed mileage, extra or special equipment.

Both of them will have storage fees for the time the vehicle is in their storage yard.
And there will be notification fees, and if it is there for an extended period then it can possibly have a lien fee.
