Towing Issues: private property tow, dmv web, tow company

QUESTION: can my tow company ,tow from my own commercial property , and also my dads ? i have been told by a highway patrolman that i can not , but i can not find this in the cvc code book . could you please tell which codes would apply to this? thanks
