Towing Issues: Stolen rubber tired backhoe, towing company, backhoe

Hi our company had a rubbertired backhoe stolen off our construction site yesterday in Staten Island NY. Luckily we had LOJack on it and it was recovered last night but the police had it towed to an impound yard. We called to get it released but the towing company will not release it until we pay $4500 in cash or bank check, my question is are there limits to what can be charged they only moved it a few miles in Staten Island. Seems like we are getting ripped off twice.

For a police impound, there should be limits on how much a company can charge. Due to the nature of the equipment I am not sure how they would consider that but that seems extremely high. In addition, if the police department had a way to contact you then I would think they should have allowed you to come transport the equipment. Did they find it because of your GPS?
