Towing Issues: Towing and personal belongings, personal belongings, storage fees

My son was in an auto accident in Oregon and his car was towed. He is doing better and planning to go back to work tomorrow. He has belongings for work in the car and the tow company refuses him access to the car or his belongings until his bill is paid in full. Is this proper??!!

Unfortunately this is legal. I do not agree with it nor do I think it is ethical, but most states allow for a lien on property in a vehicle that is towed. The reason most companies will not release it is most times it is more valuable than the vehicle, especially if wrecked and that's the only way they think they will get their money. If your son had insurance they should take care of all the towing and storage fees.
