Towing Issues: Illegal Towing, port authority police, pittsburgh city

Hello chris my name is Jennifer Tedder and my boyfriend has an issue with what we believe was an illegal towing. Here is his story: On December 22 2009 he was driving on Rt.51 , doing the speed limit minding his business. About 3 miles before he got stopped there was a Port Authority police vehicle behind him. After the 3 miles the Port Authority police turned on there lights and pulled him over. They asked for his license and registration and then called for 4 Pittsburgh City Police in for back-up. Supposedly his vehicle had fit the description of a shooting that had occurred in a neighborhood about 25 minutes away 30 minutes before they pulled him over. Now if he was involved in a shooting do you really think he would of even stopped if he was getting pulled over? I'm not done. And he was being very cooperative because he called me and let me listen to everything that was going on. They then asked to search his car for weapons or drugs and asked to search his trunk. He had no problem with it so he let them search everything they didn't find anything. So after they didn't find anything they went back to their cars and decided to check his license and registration again. They said his license and registration are both suspended to their going to impound his car. Now how they lied and said this is beyond me. My boyfriend called me and asked me to come pick him up from where he was because they were towing his car. When I picked him up he called PennDot to check the validity of his license and what do you know his license is completely valid it's never been suspended. He called 3 times just to make sure. Next, he called about his registration now it was suspended BUT the suspension was lifted in August so his registration was valid also. So now his car has been in the impound for 3 weeks and they sell your car after 30 days. He owes $625.00 right now and has been going through crap.Oh and they took his license plate!!! So he doesn't have the money to get it out but we are working on it. But something has to be illegal about the whole situation. Please get back to me ASAP!!!! thank you   Jennifer tedder

I would probably contact an attorney. If in fact what you explained to me is true then you are going to need proof. This will involve obtaining records from the police department where they ran his license and registration. As for the stop, if there actually was a shooting then they are completely within their rights to conduct a stop of his vehicle and request to look in the vehicle. This you would also need to verify because if not, the police conducted a traffic stop without probable cause. The state keeps a record and dispatch should keep a record of everything that is run through NCIC. Why has he not gotten the car out yet? When the suspension was lifted did he pay a reinstatement fee? or do they charge that in Pa.?
