Towing Issues: car towed, investigating agency, towing companies

if my car was towed for investigation on a military base and they told me on 3 separate occasions i would not have to pay for the storage at the impound once released are they allowed to tell me i have to pay for now and not give me my car back till i pay

Did the military tow the vehicle? What was the investigation for? If they informed you that you would not have to pay storage then they should have to honor that. You will have to pay the towing and maybe the storage after the vehicle was released by the investigating agency. Normally, in the civilian world towing companies are not allowed to charge for storage if a vehicle is held for an investigation.
