Towing Issues: Impounded vehicle released to someone else, mother of a girl, towing company

My son was arrested at the end of September.  He had purchased the car one week before, the title had been signed and notarized but he didn't have the opportunity to complete the process for getting a new title.  The mother of a girl he was with appears to have attempted to forge the title (listed herself as owner, no buyer, no witnesses, not notarized#.  The impound company released the car to her.  The car is ruined, it now needs a new engine.  Who is responsible?  As I said, the towing company released it to someone who had no claim to the car.  I am in the process of trying to decide ASAP how to handle this legally.  Is the towing company responsible for the damage or the value of the car for releasing it to her #I don't know this woman and my son had only met the daughter two days before he got arrested).  Did she commit forgery/fraud and auto theft?  I know you are swamped but a quick answer would be awesome. I am at a complete loss. I live in Shreveport, LA if that helps identify state laws regarding this.

 I also have another question in line with this situation, but I will ask it after I find out what actions I should take.

The state you are in does make a difference in some laws, but regardless there is still an issue here. If I understand correctly the individual that picked up the vehicle forged the title that your son had. If this is the case I would contact local law enforcement and file a report. The towing company is not really responsible since she did have a title. Should they have looked a little closer? Maybe, but that is not the real issue here. As for the damage the individual that had the vehicle will also be responsible. Let me know what the PD advises.
