Towing Issues: towing form private lots, signs, apartment

I spent the night with a relative in WV and my car was towed from the lot.  There were no signs anywhere stating a car would be towed or that cars required a sticker.  The apartment complex is about 70% occupied so there were plenty of spots.  I was told by the manager on duty that the residents were notified.  I don't live there however and no signs anywhere.  Can they be responsible for my tow charge?  Are there regulations that dictate who can tow and when? would the complex not have to have signs stating their rules? Thank you.

Most states require that all properties have signs posted for towing of unauthorized vehicles. When you say the residents were notified do you mean prior to a tow? Attached is a copy to a link for towing laws for WV.
