Towing Issues: Towing vehicle with club on the steering wheel in St. Louis area, North county to be specific, repossession business, steering wheel

I am in the repossession business, just started.  I recently got a call from a gentleman that stated he is trying to repossess a vehicle, has all documents stating he is legally allowed to repo the vehicle, but he has tried and no one can do the repo with a club on it.  I would like to help this gentleman acquire his property, but as I understand it, unless I get one of those "club breakers" specifically designed to break the club, I can't tow it aside from a flat bed or some truck of that type.  Right now my dolly trailer is available, and don't think I will be able to tow with a dolly trailer and a club on the steering wheel.  I am asking for your advice.  Is there a way to tow it with the club on it?  Thanks.

The club is actually designed so that you can not turn the wheel very much... It limits the distance it can move...

I would not tow it with the club as the only device which secures the front wheels, but I would tow it front up if possible...

Now since you are going to use a trailer, I would be real leery of doing the tow, as a regular tow truck works much better.

And this sounds a bit on the "iffy" side to me as to the repo...  Personal repos are always full of hidden issues...
