Towing Issues: No written authorization when picking up my vehicle, dmv ca, gov pubs

I had my car towed earlier tonight. When I went in to get my pick up my car, they only gave me an invoice with my vehicle, customer information and reason for towing. Looking at my California rights (http://www.dmv.ca.gov/pubs/vctop/d11/vc22658.htm), under Section I.C.i and I.C.ii it says that the towing company needs to show the copy of the written authorization and give me a notice with law enforcement I can contact if I believe I was wrongly towed. However, the company failed to provide me with both of these.

Who should I contact about this? Where should I report this? According to the research I've done, it's both a misdemeanor and a civil liability.

Well it also depends on what the reason was for the tow...   If it was towed from private property for illegal parking then its a whole different ball game than a tow ordered by law enforcement.

I would contact the tow company and ask for the paperwork which you are looking for. It might of been an oversight and then it might not of been.  

If you feel that you are "cheated" out of the paperwork and you get no response from the tow company, then you can contact DMV and go though the procedures with them...
