Towing Issues: Threat of parking ticket or towing where i work, shuttle service, parking ticket

I work at a store in a shopping mall in Sac. CA.  The mall is saying that all employees have to park in certain area only.  These areas or on the outskirts of the parking lot, about a 5 min walk.  The spaces are not designated as "employees only" nor are any signs posted saying "no employee parking."  Often times i shop before or after work at the mall.  They say that they will give a warning the 1st time and then a $25 fine the 2nd  time and they may fine you or tow your car the 3rd time.  Yet there are no signs saying "no parking, violates will be towed."  I have not signed any contract agreeing to these new rules.  They are just sending the letter to the managers to tell us.  May they tow a car during business hours, open to the public, and do they have the power to fine and collect monies for parking tickets?  Thank you for taking the time to answer me.

When you are dealing with private property, the owner, manager or person in charge of the property can make the rules about parking and enforce them. Is it a private company doing the enforcement? If not there may be some issues with local law enforcement issuing citations on private property for anything other than parking in a handicapped space or fire zone. As for the management making the employees park that far away, do they offer shuttle service, service for disabilities and security for the lot you park in?
