Towing Issues: Tow Damage, towing company, windshield

Question
QUESTION: Upon retrieval of my car that had been towed, i noticed a significant crack in the windshield, that wasn't there last time i drove it.  I told the ladies there, and they were less than helpful, simply saying, "they never cracked a windshield before, so it couldn't be them."  So i took the towing agreement and left. On the towing agreement it says, "No damage from tow, Signed by."  However, there is no signature on the line.  Who was supposed to sign this?

ANSWER: I would have to see the towing ticket to know. How was the vehicle towed? (Flat bed/roll back, wheel lift or sling) is there a mark on the windshield that resembles a rock impact? or just simply a crack?

QUESTION: I would guess the damage came from a rock, and it is already spidering.  I do not know what method they used to tow it; i was towed for parking illegally, so i did not see it.  I took a picture of the towing agreement so you can see the "no towing damage" line.  My scanner is broken, so i had to take a digital picture of it.

Answer
I couldn't view the photo earlier, but it appears that the signature should be for the driver. As for the damage it probably would not be any different than if you were driving down the road and a rock struck the windshield. The towing company would have no control over that either,
