Towing Issues: tow truck &flatbed laws, tow truck flatbed, ford f 350

hi i have a ford f 350 flatbed car carrier am going to register the truck in rockland co new york i pick up cars for scrap only  will be not for hire i am licenced with the nys dept of motor vehicles as a itinnerent vehicle collector my scrap prosessor is located in the bronx new york new york city the problem i am having is do i have to register the truck with tow truck plates & tow insurence  or commerical plates & insurence i went to the dmv  they couldn"t give me a answer they said city of ny has its own rules i thought ny city is part of new york state if you can please help thanks eddie

Most states register all vehicles by weight including the max cargo you carry. Cities can also have additional regulations, most do. For example my wrecker gas to have a 1X commercial tag but if I tow in Birmingham, Al I also have to have a city permit.
