Answer
Without knowing what City and State you are in, there is no way for me to help you with "CODE ENFORCEMENT" information.

In some areas, the parking of "commercial vehicles" is prohibited on residential property, with certain exceptions.

And in some locations there are "Weight based" vehicle restrictions which apply. I have seen some were the vehicles which weigh over 6,000 pounds are prohibited, and that would include your personal 1/2 ton pickup in most cases if really applied.

Some areas prohibit RV's and Motorhomes from parking.

Others require that commercial vehicles be parked in a garage or behind a fence.

Add in the rules-regulations and covenants of Home Owner Associations and you have a whole different batch of regulations.

Best answer is to check with the City you live in and see what kind of laws there are. And I would suggest that once you have that information you might want to talk to the person before filing a complaint.

After all you do have to live there also and at times complaining becomes a double edged sword.
