Can you please explain to me exactly when a towing company can charge you for a storage fee in Oxon Hill, Maryland. Because my car was in their lot no longer then 15 minutes and they charged me a storage fee.  Also can you help me locate where I can find some documentation on this.

As a general rule, anytime that a vehicle enters the storage yard and is unhooked from the tow vehicle then storage starts being charged. This is due to the "status" changing from "Towed" to "stored" vehicle...
Its kind of a technical issue as there are different charges for towing, and different charges for storage (think ground rental here like in a pay to park lot)

Different kinds of insurance coverage take over then on the tow companies responsibility at the point it is stored...

In some places either by law or just tow company policy they might give an hour or 2 grace period on storage, but most of the time it starts right away..

Now I believe that you are in Prince George county (if I read my map right) and they have some additional laws which might help you...  A link or 2 are below...
