Towing Issues: towing numbers, illinois commerce commission, towing association

Question
I have towing company in IL with one tow truck(small one car tow truck which can pull only one car). Truck GVWR is less than 10,000 pounds. I do tow cars for private persons and other companies in IL and from other states like WI and IN. Please tell me what numbers I need: DOT, MC or ICC or something else or nothing at all? Thank you,

You would need DOT numbers as you are "for hire"...

MC numbers are also required and I am not sure about ICC  as in the Illinois Commerce Commission part of it.
I know that 5 counties in the Chicago area have more rules and regulations about what is needed from ICC for towing.
Yes part of it is for companies who do "relocation towing" but I understand that you also have to fill out forms now even for regular towing customers and have it signed and prices agreed on paper before you tow the vehicle now according to the laws, but I hear that is being contested also in court.
