Towing Issues: tire chalking in a private driveway?, legal cars, car thief

Question
I have recently discovered someone is chalking the tires of my vehicle in my driveway. (camphill pa) It Has sat unmoving for the last year. we have no home owners association. i cant think of a reason to do this as it sits on private property and does not move. i find this a bit disturbing. my neighbors on both sides each have non road legal cars in their driveways and their tires have not been chalked. If I am asking this question in the wrong forum i apologize, might you be able to offer any suggestions as to who might do that or why, any feedback at all would be most appreciated. thank you for your consideration.

Answer
Well other than guessing at a few things, its real hard to say what is happening...

Maybe the City or County is marking them to declare it an abandoned vehicle or an eyesore.. Check with either or, in the zoning department or something like that. They might have an answer.

Or someone with bad intentions might be trying to see if it moves, never know what the criminal element will do... It might be a target for a car thief.

I would see about moving the vehicle or something so that it shows that its in use, even a little bit...

But the question is one where its more guessing than knowledge on my part. Sorry for not having solid information for you.
