AnswerWell given the small amount of information that I was provided, it sounds like the car rental company is "charging rental fees" on the vehicle while it was in storage at the tow company.
They most likely are also including the towing and storage fees which they had to pay to get "Their vehicle" back...
Is it legal, it most likely is spelled out in the rental contract small print which you signed when the vehicle was rented.
