Towing Issues: car towed while daughter showed operator her parking permit!, tow truck operator, immediate payment

My daughter went up to her apartment to get some items, she was not up more than 5 minutes when a tow truck operator quickly began hooking up her car. My daughter ran out and showed him her parking pass, he laughed at her and said to "to bad" and continued hooking up her car. Is this a case of to late or should the operator unhooked her car?

Answer
If she had a valid pass and properly parked they why was the vehicle being towed? Also regardless if the vehicle was in violation and the vehicle was hooked the operator should have charge a drop fee if she had immediate payment and able to move the vehicle.
