Towing Issues: Va. laws on rollback towing, salvage yard, proper insurance

What new laws have Virginia changed or revised in '09 having to do with driving a rollback?  I am not for hire, I pick up junkers for a salvage yard.

Regardless, for hire or not, if it's a wrecker or rollback and you are driving it you need a towing operator's license and the truck needs a permit/decal. In order for the truck to get a decal you need a business license and proper insurance. To get your operator license you must be fingerprinted, background check and not a sex offender. You need a dealer salvage license which will give you a dealer number to reassign the title to a auto recycling. The old method of using the VSA44 forms will not work in most cases.
