Towing Issues: Towing from apartment complex, 2nd cars, north chelmsford

I have lived in an apartment complex for 10 years.  We have one numbered parking space and the rest of the spaces are for 2nd cars and visitors.  I live in North Chelmsford, MA and we have had snow and ice with more coming possibly tonight.  The owner's son is the "building manager".  Our second car has to be fixed and can not be moved at this time.  I am still looking for work and wanted to wait until then to have it towed myself using my insurance and towed to the local garage....Well the building manager came to my door one day and said the car has to be moved out of the parking lot.  He called again yesterday and said that he is planning to have it towed on Tuesday and we will have to pay him for the tow.  He will probably up the price to us than what he would actually pay..........The car is registerd and insured and it is not causing problems for anyone except him.  His brother plows and people have been pretty good at moving their cars around so he can plow their spaces.  It's just one car and there's plenty of parking.  I tried to dig it out today (it's surrounding by some snow)....The snow was iced over and hard as a rock.  I explained to building manager about my plight of not having the money now to get the car fixed.  Can he just do that?

If his reasoning is for proper plowing or snow removal from the parking lot and the vehicle needs to be moved, then YES he can require the vehicle to be moved. Even though the vehicle is not operational review your rental contract, there might be a clause about inoperative vehicles which can also be towed. Since he has given notice about the removal the vehicle and authorized by management the vehicle can be towed.
