Towing Issues: towing charges, storage fee, legal notification

I was towed from a parking lot because I was parked over the 2 hour limit.  OK, this is not what I'm disputing.  The car was towed approximately 3:30 and I picked the car within 1 hour of it being in the lot.  To get my car out, I was charged $289.00.  $150 - towing; $40 - storage; $50 - labor; $ 5 fuel and $35 - administrative charges,.  aren't these charges excessive.  Isn't the towing company charging in excess?  are they allowed to charge this much?  this incident happened in Clifton, New Jersey

New Jersey 'JUST CHANGED" the rules regarding towing vehicles off private property and I went back and checked the stuff I have (I have the proposed rules and one set of changes, but not the final version of it)...

I see no where for regulating rates, but I see rules for posting rates and being able to give customers copies of what will be charged...

Now the rates look ok to me, the storage fee in 99% of all cases is for when it is in the yard, be it one minute or 23 hours...
As a rule it is charged "per calendar day" and as such it may look like a rip off for 1 hour or so, but its legal in most locations, unless there are "specific" city or state laws dealing with it.

In the other charges, I wonder about the "labor" fee (what exactly is that charge for, would be my question there, and the "administrative" fee... That usually is charged for "legal notification letters" which are sent out after the vehicle is towed (most of the time that comes into effect anywhere from 3 to 10 days after its towed.... Generalization here as each state has different laws)

But the total amount does seem close to what I have heard out of that area before in questions, but I wonder about those 2 fees...
