Towing Issues: Towing leads, delaware laws, unregistered vehicles

I've heard of a site somewhere that provides leads of various vehicles abandoned, or unregistered and needing to be cleaned up from private properties.  You enter the areas you will travel to, each lead cost 2.50, and the rest is up to you.  You contact owner, offer your service, reminding them of Delaware laws/fines on unregistered vehicles on private property.  Make the deal - they pay you to tow away, or if it's something you really want, offer to buy it from them.  Sounds like it has potential but I can't find the site anywhere.

PLEASE! The only thing this will do is cost you $2.50 per lead if that is the scam. Every professional towing company in every city already has the contracts or contacts, storage faculties, licensing, permits, bonds, background checks, etc. for private property towing in their areas. Just think of the infrastructure needed for travelling towing gypsies. Good luck but don't fall victim to this scam.
