Towing Issues: help in parking enforcement laws, state statues, parking enforcement

Hello..I hope that I'm writing this in the right category.  I'm trying to find information on how to go about starting a company to enforce parking rules in private owned parking lots. To better explain myself I will give an example.  If I were to be hired by a building owner to enforce parking laws in his parking lot, what laws would I have to follow?  Would I be able to use a "wheel boot" on cars that are illegally parked?  I live in New York and cant seem to find any information on starting a company.  If you could give me any advice in this area it would be a great help...Thank you very much...Ted

Ted, the first thing you have to know is the state statues for this type of business forward and back. You have to do some digging and find the information but once you understand how statues are worded it is easier to find the answer. Go to http://law.justia.com/newyork/codes/ for starters. Once there scroll down the page for all the statues or type in "private parking" or "booting" in the search field and review some of the results. Also go to  http://public.leginfo.state.ny.us/menugetf.cgi?COMMONQUERY=LAWS  and type in "booting", "booting license" and "private property parking" and review the statues. There are other key words that can be used but this gives you some examples. There's tons of information and be prepared to spend hours and days reading statues. There's still more information you must know because NEW YORK STATE and NEW YORK CITY can have different statues as well as other cities/counties in New York but this should get you started. Sorry, there isn't an easier way. You WILL have to be the expert (and find it quickly) because if the police get involved or court, you can show the judge in black and white what the statues states or implies.
