Towing Issues: my car was towed infront of my house, inflated tires, towing companies

Question
I own a house in Virginia and have lived there for 7 years. I have 2 vehicles and park one on the driveway and one on the curb right in front of my house-- one day I left my house in the evening and came home later that night and found that the car was towed. It was towed once before but it was on the other side of the curb, so I don't mind that, but this car was parked right in front of my house. I have always parked like that, but now it is getting towed-- the association of my neighborhood said that if I do not have a paper/permit on  my car then it is my fault it is towed, but however they never sent me anything about having a permit nor did they say anything when the car was towed the first time. When I went to get the car, they would not let me get the car because I called the police on them that night, so my wife had to come get the car. Is there any law to help with this because this seems like they are just desperate for money and going around towing cars at night so no one can see them and stop them!

Answer
If your HOA clearly has a stated parking permit procedure in the rules and regulations then you need a permit. If you feel the rules and regulations are not clearly expressed or implied then go to court and let a judge decide. Most vehicles parked on public roads need proper unexpired registration, current license plates, unexpired vehicle inspection, be in acceptable condition such as inflated tires, etc. and parking permits if required. As for your wife retrieving the vehicle I'll assume it is in her name, registered to her only. If the vehicle is also in your name, registered to you with proper identification I don't understand why the towing company didn't release the vehicle unless they wanted to avoid some sort of confrontation. By you calling the police wouldn't upset most towing companies as we are use to it but if your attitude wasn't in check that could be a problem. My suggestion is to contact the HOA and get a parking permit.
