Towing Issues: Tow from Mechanic, tow driver, tow fee

I had a local company tow my car from side of hiway to mechanic in Yakima, WA. There was some miscommunication on both parts to get bill to proper address. The mechanic was putting bids to fix the engine, also the insurance company was going to stop by and access damage. The tow driver stopped back by mechanic and impounded my vehicle. Can he do this? He said I was trying to avoid paying and I got what I deserved. He has a $1,500 bill for impound fees, 10times original tow bill. What are my rights? Can he impound a car for a tow fee?? Please help as fees are adding daily. I asked question week or so ago but not seeing it online. Any help is much appreciated.

Was the car in accident? the insurance may be responsible for the bill. The tow driver should have gotten payment or a payment agreement before dropping the car off. So he should be a little nicer to you considering that a judge in small claims could make him pay you if he did anything wrong in taking the car from the mechanic, considering it is not his property to take
