Towing Issues: Illegal Impound?, correct police procedures, current registrations

Hello Richard! I'm trying to help a friend who recently had her moped impounded for no apparent reason by the police. From her story, the neighbors had called the police to complain about parked mopeds as being some kind of obstruction. The police came and went onto private property without permission, to check the registrations on the mopeds. They proceeded to take all of the mopeds without current registrations and also took my friend's moped which did have a current registration because she wasn't present to show the title and prove it was hers! When she called the police to find out what happened and why, they told her since it was registered to a different county that was miles away, there was no way it could have been driven to its current location so it must have been stolen, which it was not nor was it ever reported stolen. I was shocked to hear this as I have made that same commute on the exact same make and model moped, numerous times, and it is completely legal to do so! I also read on the registration laws and it specifically states that it is legal to have a vehicle registered to a different county for as long as the registration is valid. Now in order for us to get the moped back we have to go to the police station and show them the title to prove ownership, and also i'm assuming pay whatever fees there are for sitting in the impound. I know laws were broken here and normal correct police procedures were not followed; I just don't know what our options are or who we should turn to for help. After being taken advantage of myself by the police in the past with these same kind of "shady" towing and ticketing scams; i'm sick of it and would like to make a case and possibly sue to at least get the money back for all of the fees. I'm not asking for legal advice, just what my rights are or what normal police procedure should be for an event like this; anything would help. Thank you!

Well it might help if I knew where this helped but you missed that part of the question guidelines...

If you feel that you or your friend was wronged, you always have the small claims court route to go...

You can also file a formal complain with the police department and see what they find out if the "legal process" was followed or not.

As to the vehicle registration in another county, well that again goes back to state laws which I have no idea of where this happened.

Yes you or your friend will have to pay the towing and storage fees, and prove ownership to the tow company. That is a given as they did provide a service.

But I do know that mopeds are towed a lot as they are easy to steal and hard to prove ownership on. We get them a lot also, and from what I know about this kind of issue, I am willing to bet you are in a college town also.
