disable veteran with plates and placard

Answer
Well I do not think that the handicapped sticker issue is what it really was towed for.

Yes parking in a space reserved for disabled vehicles is what the permit - sticker is for, but you have to also consider a few other issues.

First of all, you mention the restaurant was closed,  closed as in after hours or closed out of business... Either way someone owns the property and as such has to insure it, pay taxes and upkeep on it.

So it sounds like the tow would be legal also as even if the business was closed at that time (afterhours) those spaces are still for them and you could not be a customer as such of the establishment...

And even if the lot was one where the tow company "cruises - patrols" looking for violators, you could of been seen walking across the street to another business..
Either way the whole thing comes down to the fact that you were not authorized on the property and were technically trespassing...

Handicapped tags and stickers do not give the person carte Blanche to do whatever they want, you still have to follow the laws, it just means that you are "legal to park" in that space to patronize that business which has the spaces marked. Remember those spaces are taking up a space which they could have another customer in.
