Towing Issues: fire lanes, fire lanes, fire lane

I live in an association that has fire lanes and my neighbor got towed and is saying that the lanes are not clearly marked.  I don't know what she is talking about - the streets are narrow to start with and there are signs posted on every mailbox grouping plus at the entrance to every street.  Her reply was that all curbs have to be painted red.  Is this true? I live in San Diego County

I am not sure about San Diego, or california laws regarding painting curbs. If signs are posted, and all of the other residents were informed and follow the rules, what is she talking about? It sounds like she is just being a pain and not wanting to admit fault. What if a Fire Truck had come and were not able to get through? The HOA would probably have been fined for allowing vehicles to park in a fire lane.

In the end, if the manager had the car towed, then it is a legal tow and she has no recourse.
