Towing Issues: private towing ?, oak hill west virginia, tow truck

i work at an outdoor resort in oak hill west virginia and the owner towed some of the employees car with a chain wrapped around there axeles.he did tell them not to park in that section of the lot but does he not have to have a tow truck do that?   thank you very much,richard

If the owner of the resort "moved the vehicles with a chain" well guess he can do that... He could damage them doing it, but at least he did not call a "real tow truck" who charges money to move vehicles or to impound them for parking where they should not be...
