Towing Issues: who can legally tow my car, inspection stickers, tow company

My daughter took my car to her boyfriends house in Dale City, Virgina which
does not have
a housing association. Still somebody who's name was not given -supposedly
a security
company called the towing company and towed the car because of expired
(last
month)state inspection stickers.
who profits from this? The Towing company YES, State ?, Neighborhood
watchdogs.........is
this legal, don they need Police to get it towed?
I do not understand or see how this can be legal, or is this we take the law in
our own
hands .
The towing place had a bullet proof window...............................

Ok somewhat lost here...

It was towed after a "security company" ordered it towed for expired state inspection stickers, which if I am correct means that it was not "road legal" to operate on the roadways...  Now since I am not in Virginia I do not know if that meant the license tags were expired also... But chances are they are tied in together.  

Now as to the boyfriends house, it sounds like a condo or apartment complex, which tend to have rules about vehicles with expired tags being parked on the property...  Yes that is a very common issue.

Now lets say that they have the conditions in the lease about expired tags and the security company who checks most every vehicle for "legal status" finds it and orders it towed...

Now yes the tow company does "profit" as they performed the services, and the apartment or where ever it was parked gets it removed so that someone else can park there (hopefully legally)

As to the police being notified, well they do not control what happens on private property in regards to towing. But they most likely are notified that it was towed so that it is not reported as stolen.

As to "being legal" well remember that if it is spelled out in the leases as conditions for tenants and guests then that would hold up in court... If they wanted to put in the rules that Blue Audi's are not allowed to park on Monday between 10 am and 11 am then it would be legal... I hope  you get what I am saying... Do people read the rules?  As a general answer NOPE, they do not read or care until something happens...

As to the bullet proof glass window at the tow company, well think of all the people who are mad because their vehicle was towed for what ever reason... Yes I worked at one tow company who had their window broke about 2 times a month till they finally got a bullet proof window which was 1 inch thick... That did get broke one time as a guy threw a brick though it  (took him about 10 tries to get it started to break)
