Yes in some states there are laws like this and some states the answer is no, I need "A LOT MORE" information in order to answer this question.
Some states restrict you to being able to get only house - work keys, medicines, employee identification, bank papers and such.

There is a new regulatory agency in the state and that is the "TDLR"
