Towing Issues: Presonal effect storage fees, storage fees, prescott az

Hello,
I own an auto repossession company out of Prescott,AZ. When we repo a vehicle we give the debtor a chance to collect all their personal effects out of the vehicle if they are available. If not we gather them once the vehicle is at my storage yard. The items are bagged and tagged for a $45 bag and tag fee and stored for $5 a day thereafter. One of my clients is telling me I can charge for storage fees on the vehicle only and not on personal effects because it is illegal. Is this true?

I am not finding any specifics about personal property in arizona. I would suggest calling a few other repo companies and ask them if they know anything about this. Otherwise, make sure to post this charge on the wall in your office.
