Towing Issues: towing cars in gear and handbrake on!, dollies, towing equipment

hi our line of work requires us to tow vehicles both in gear and with handbrake on. we use speclift vehicles. so the front/back wheels are lifted using the spec. we are after dollies which will then lift the other wheels off the ground so neither end of the car is touching the ground. are there any such dollies in manufacture. dollies which will lift the wheels and then enable us to strap the dollies to the wheel and therefore tow??
