Towing Issues: towing and ownership., storage fees, release of liability

Hi, recently my brother purchased a car from an associate of his and did not receive the ownership. The car was then parked in front of my brothers house. The car was later towed away. At whose expense is the car towed at due to no transfer of ownership? And at without the ownership of the car being transferred and no receipt of purchase who is responsible for the vehicle?

While you have a good question here, I can not really provide "SPECIFIC INFORMATION" as my crystal ball is out of focus... I think you are somewhere in the United States but I just can not narrow down the State so I can go with the laws to provide an answer...

But "GENERALLY" the last registered owner is responsible for any  and all towing and storage fees...  That is common in 99% of the places..

It all depends also on how the state "accepts" the paperwork of the sale and or release of liability issues.
